I would say no. he isn't even active, I don't think he is
worthy. He was Lieutenant a short time, and I don't think that
he will handle that job.

1) What does a moderator do?
A moderator can do lots of things. They can warn people (because
of emoticon spam, bypassing, etc), bann or permabann users (if
they are not respecting the rules), they can bann permanently
the hackers/spammers. The mods can IP Bann an user. If an user
is IP banned, he/she can't comment anymore.
2) Make up a situation. What would you do as a moderator?
As a moderator, I can go to the "Latest Comments" page, so I can
see what everyone on the site is saying. If I see an comment
with bypassed words or lots of comments with emoticon spam (made
by the same user), I can warn the user. But if there is someone
who is being unruly with nearly everything, I can really
bann/permabann the account.
3) Look at all terms and say what can a moderator do with them.
The users can see the ToS and understand what to do and what to
not do on the site. Moderators need to respect the terms too, or
they will be warned too.
The moderators can see the Moderation Panel, when they can
moderate the site.
Warning log, where the moderators can see the warnings that them
made.
4) How long have you been on this forum?
I was on the forum like 1 month and 1 week, but not very active.
I swear, now I will be much active than ever and I will moderate
the forum well.
5) Do you have any experience with moderating? [Optional]
I had my own forum, but just with few users. I never seen
hackers/spammers or anything else.

We can't do 100% of the things you mentioned, but most of your
