Until today, between 35% and almost 50% (measured in commercial
value or by weight) of all nickel imports to Germany and the
entire EUThey come from Russia. This country is fourth in the
world in nickel reserves and, therefore, is a relevant player
for both unrefined and refined nickel. Other countries, such as
India (22%), the Philippines (5%) and Australia (22%), together
represent almost half of the world's reserves; They also have a
similar share in global nickel mining production. They can,
therefore, be an alternative to Russian supplies.

Indonesian politics. The Philippines is pursuing a similar

country does not have large nickel reserves, its smelting and
refining operations are believed to exceed, respectively,
three-quarters and one-third of the world's supply.

The EU must therefore decide between buying smelted or refined
nickel from Indonesia – for which it will compete with China –
or raw nickel from Australia and the Philippines, which until
now has mainly been smelted in China. The potential costs and
risks arising from seeking independence from Russia are
significant. However, the situation regarding pem electrolyzers
is even more complex. The cathodes and anodes of pem units are
usually made of platinum and iridium, respectively.
