       All active players get 9XP for the PLAYER per week. This week,
       each player will receive 18 TOTAL to cover the weeks of 9/8 and
       9/15.
       All sub-setting STs receive 5XP per sub-setting that was ACTIVE
       per week. This week, each Sub-setting ST will receive 10 XP per
       subsetting for the weeks of 9/8 and 9/15.

       Note that if a vote is given to an NPC handle, the player can
       add it to their player XP instead.
