       Researching New Spells

       I know you can research existing spells in the book, but it
       seems unclear how you would go about researching a completely
       new effect. Clearly it would need approval in addition to any
       other factors.
       Some example ways to go about it.
       Scenario #1: Player writes up the exact spell they want, submits
       it to staff. Staff can then approve it as an italic (restricted)
       spell for research, or deny it and suggest revision.
       Scenario #2: Player gives the concept of the spell they want,
       submits it to staff. Staff review the concept, then tell the
       player either that something like that is possible or isn't. If
       it is possible, a plot can be setup for how it is
       discovered/re-discovered, but in either case the actual effects
       are entirely written by plot and the player gets what they get.
       If unsatisfied, they can try again on further research.

       I know those arn't the only two ways to do it. I'm just
       basically wondering what the process is/will be if no one has
       done it yet.

       Central to the research of any spell or effect is the use of an
       appropriate lab for research purposes.  Magical labs have a
       specific path that they are devoted to and additional paths can
       be added as desired (pending availability).  In the scenarios
       you posited, the first one reflects how spells would be
       researched by someone in a lab.  The idea would go back and
       forth, a level would be decided for the spell, and the level
       would determine how long the research would take.
