Ursa need to have their vulnerability to iron reinstated or some
other negative.
Ursa currently get:
Natural Nature Effects
Natural Armor
Keen Scent
Natural Weapons
Natural Conceal
Along with the ability to potentially buy Strength+, Con+, and
Battle Rage (with its associated skills)
A 1 pt cost increase for scholar skills and the inability to buy
polyglot is not equivalent to all the benefits they receive

Ursa can get: Meaning URSA can buy, with CP.
Available due to Race:
Natural (SPELL) effects, Natural weapons, keen scent.
The following is available with teacher or personal ability to
just about anyone:
Natural armor, strength +, Con + and battle rage (and associated
skills)

If all that is required for Strength+, Con+, Natural Armor, and
Battle Rage is a teacher, then it's even easier then I read. I
assumed at the very least you'd need some good backstory or
roleplay. Changelings have effects, a keen sense, and resist to
one path and they take double from Iron. The three benefits the
Ursa can start with are potent, and adding in the ability to
have the others is even better.

If more is required than that for those, it wasnt my intent to
create a master race.
I used plot cookies for my stuff (teachers) as my personal tribe
were not Battle Raging. Con and strength plus I currently do
not qualify for hence me not purchasing.
