       So the idea of a skill that allows you to talk during bleed out.
       It would only cost a CP or two. It would be called Die Hard.

       Die Hard with a Vengeance: Talk for 10 seconds while bleeding
       out
       Live Free or Die Hard: Act for 3 seconds while bleeding out
