For example, if a person gets hit with a spell packet on the hem
of their pants or a cloak, should they take the effect?

Reason for clothing to count: it's magic; it effects the target
it touches.
Reason for clothing to not count: in combat it is hard to feel a
packet brush against a loose piece of clothing. Having clothing
count means there will be times when holds will need to be
called because someone didn't feel a packet. (Something that
happens quite frequently.)

If clothing means all clothing doesn't count and people have to
hit skin, it will mean aiming for the head/face. You could
debate about accessories such as capes, but then if capes or
similar are a non-target, then you can remove a large portion of
your body as a target by wearing one.

The vote is not on all clothing but rather loose pieces of
clothing that aren't easily felt, such as cloaks or the edge of
baggy pants.

Im kind of torn on this. I feel that it makes perfect sense for
it to go through clothes, but then If I were to wear a cape or
cloak it would make my back alot less of a target, which is not
fair. But then again, I wont wear cloaks for this reason as they
seem to be a magic magnet, and if I don't feel the packet it can
cause a lot of problems if its a possible game changing moment.

If I can wear a cloak and make my entire back coverage a
non-target for magic, there would be no reason to ever NOT wear
a cloak

Your entire back doesn't become a non target, only the loose
fabric.

Exactly what Samjurai said. It isn't about making clothes not
count. If someone stabbed your cloak with their sword, would
you take the hit? Or would you even know that you were hit?
That's what the vote is about. Should magic count if it hits a
person's clothes where they cannot feel it, like the edge of a
cloak or baggy fighter pants?

Yes it should count. The game should be on a trust system. If a
player says he hit ya then trust he did

My argument is that if it does pass then costuming
some races would be quite difficult. Assuming that we are
costuming according to race description. For Example, Heleans
wear the classical togas of the noble greeks which are made of
about 3 to 5 meters of cloth, and some of that cloth is left to
hang over one arm;what if a spell packet hit's the hanging part
and the player doesn't notice it?
Iosans, assuming that their costuming is similar to
the Japanese Samurai and the general male citizens of the Edo
period, have hakamas that, like fighter pants, are really loose
around the legs. Which would more than likely not be notice if a
sword or packet grazes against the cloth.
High Elves, it's already difficult enough to be one.
On top of the +1 damage and the -2 body (according to the 2014
manual currently), they are a proud race that loves to dress in
long and flowing clothes to show of their exquisite tastes.
Would they feel it if it hit the edge of their robes?
I could go on for awhile if there was more
information on certain races and how some players with those
certain races would change their costuming to better avoid
damage. Which would be really disappointing if your wanting to
costume according to the race, but can't because by doing so it
is accepting the fact that hakamas, cloaks, togas, long flowing
robes alike etc... would make you a bigger target. To the
extreme, this would possibly cause the poor old wizards to be
forced to wear the unholy morph suit... I don't know about you
guys, but I really don't want to see Gandalf in a Morph suit.
