Who keeps track of the Spell book at the end of game? This seems
like it is getting very complicated.

I'd imagine it would either go on your character sheet or in
your own personal notebook. We could require players to write
the name of the character and player who wrote the spell in
       their book.

Is the lvl cap on how many can be wrote in or how many one
       person can write in?

For me, the thing that is starting to turn me off of Spell Books
as the only way for mages to learn spells is that it then
requires them to have R&W. Like, it should be a pre-req to get
any spells. So instead, maybe we could just say that a
character is incapable of learning more than 3 or 5 spells in a
single game and just introduce spell books as a fun perk for
mages. I don't think its unfair to say that magic is too
complicated to learn excessive amounts of at one time.

I agree with Zach for the most part. Spellbooks already exist
in game but putting more emphasis on them would open up more
options for players that would want to use them. However, I
think that it shouldn't be the only way to learn spells since it
leaves magic users who are able to make a lot of money in a game
in a vastly better position than those who are not able to since
the cost is non-negotiable and the money must always be spent.
I think the cap on things learned should not be applied solely
to spells but rather through skills that are learned through the
use of Instruction slots. If we put a cap on Instruction based
learning that said you could only learn 4 things from
Instruction per game then we could curtail a huge increase in
the amount of spells someone learns in a game. The same goes
for languages and other skills. So, a person could pick up any
mix of spells and skills up to 4. This would not get in the way
of people picking up things that do not use Instruction as the
mechanic to learn them (Spells from scrolls, Racial skills,
Mana, Expert Attack/Sneak Attack numbers 2-5 of a level, and
trade skills past the first level).
4 is just an example for the cap. If this rule was in place
then a 1st level magic user would be able to learn enough spells
to qualify for a high magic in roughly 6 games if they focused
solely on learning spells and pumped up their Mana with their
character points earned. If the cap was to be 3 then it would
take roughly 8 games. Again, that is without picking up any
other skills such as paths, spoken or written languages, or
       magic skills.

Darn it Heath, I was writing that when you posted. I like 3
better because its what instruction comes in.

Yeah, that would make it easy to remember, I think. I forgot to
add that spells and skills gained through research also would
not count towards your total per game. At least, I think that
       would be an okay idea.
So if we gave spellbooks limited research capabilities would we
also extend that to Alchemy, Potion-making, and Scroll-making?
I think that wouldn't be a bad idea but I may not have thought
       it completely through yet.

The reasoning for the research was that you would be performing
a thought experiment and eventually come to the conclusion of
how to do it. (assuming you make the bead pick) I think that
logic should follow to the craft skills as well. They wouldn't
get increased production though so there's still plenty of
       reason to buy a lab.

So if we have a cap on things learned would that mean we could
introduce a skill that means you could be a better student?
