High Magic Enchantment
This ability allows the character to create magic items with a
recipe. Recipes may be obtained
with an Enchantment Research Lab or use of the Legend Lore
skill. See Plot for more details.
This ability seems to single handily invalidate most crafting
skill as it is currently written.
This may be on of those circumstances where in practice it is
different from the way it is written in the book. But as written
if you have this skill and recipes you simply just will things
into being, with out the costs incurred to the various crafting
skills. Even if as written you interpret you need the crafting
reagents. It is still functionally all crafting skill rolled
into one at the highest level.
As a rule I have a hard time with any spells that can simply
create things into being as other characters to do that the
"mundane" way have to spend critical cps on those abilities and
even roleplay they identify there character as a " forester" a
"tanner" a "smith" and to allow another character with one
skill, to simply usurp all of those with this one skill seems
unbalanced.
Even if you need to gather recipes you still have to do that for
your profession/crafting skill for the high level items that
this skill allows you to craft.
What purpose does this skill serve if not to invalidate those
other crafting skills. I think this underlines a deeper issue,
where spell casters can reach a point fairly reliably, where
they simply can invalidate all other classes by virtue of
replicating those functions with spells. When this can happen
why would anyone simply not play a spell caster? I am working
on gathering those thoughts in a larger post that I will be
posting some time this week.

I believe you are wholesale overlooking the armor smith and
weapon smith skills required to create enchantable armor and
weapons. You absolutely require a craftsman of the highest
level of skill to create the item that is to be enchanted. The
enchanter gets recipes that they can use to create the
enchantments but that's all they do, they spend weeks if not
months researching an effect (which they must then do a bead
pick for, failure restarts the research from scratch), and then
must have the proper ingredients necessary for the creation of
the item gathered by the most skilled harvesters (typically a
forester or herbalist 9). This skill does not overrule the
craftsman or trade skills but rather is completely dependent
upon them in order to work at all.

It is great that is what is intended but that is not implicitly
clear from the skill wording as it simply states.
This ability allows the character to create magic items with a
recipe. Recipes may be obtained
with an Enchantment Research Lab or use of the Legend Lore
skill. See Plot for more details.
Making it more clear that it requires the craftsmen skills is
all that is required because as written the items appear to come
from thin air. This may sound nit picky but intent is not
always clear in the wording that is chosen.

I think this was the skill where using 'Lucky' on it for mages
becomes really tough. Since your bead pick represents months of
work but you may have use your luck 5 or 6 times in that time
period.
Just food for thought. I'm not sure how much work it saves the
Mage/How often it is taken by enchanters.

It needs to be written with the exact specifications of what
it.does basically that you need the corresponding craft skills
etc. But in short yes.
