       Lack of Radios

       For the first time we are extensively testing scenarios in which
       one or both sides lack radios. Thus far there have been few such
       scenarios.
       There is an interesting question of whether the effect of the no
       radio cohesion modifier is too great and results in battles
       shattering apart too quickly. As we test the Spanish and Chinese
       scenarios I'd appreciate your feedback on this.
       There is a proposal for a potential rule change relating to
       this. Instead of there being a no radio cohesion modifier, we
       instead have a rule that says squadrons with no radios go
       directly to depleted ammo after their first combat. I haven't
       yet pulled the trigger on this change, but I'm intersted in
       discussing the proposal and testing it.

       I hesitate to suggest changing this rule because I think it
       would imbalance some scenarios (and thus, the game system)too
       far the other way. It seems like the tendency is to chip away at
       a game's historical value in order to enhance its playability.
       It is a difficult balancing act either way.  I think that the
       depleted ammo approach may be a little artificial in this
       instance.  The rule as it stands represents the lack of cohesion
       inherent in flights/squadrons that cannot communicate with each
       other which could lead to isolation and, as a result, the
       tendency to flee the combat area.

       In the Spanish Civil War scenarios, I have found that the rule
       as it stands now rewards maneuvering, as the attacker whoever it
       is will gain a significant bonus from it, and you get that bonus
       from a positional advantage.

       I shall be locking down the rulebook in the coming days. At the
       moment I have not seen sufficient reason to change this rule, so
       it will stay as-is.
