The British were lucky to score so many cohesion hits in few
turns, so the Germans can expect better bombing. I think the
heavy flak is just right for keeping the Germans from
overbombing the target.

Okay, we'll go with your suggetion on the VP, though the
playtest averages from early playthroughs put the threshold
quite high.

With the light flak replaced by heavy flak and the British
having more time to attack the second wave, it's a different
game. The He111s no longer get +1 for no flak while bombing for
starters.

Scenario O01 Shall We Cancel the Party?
Version: 0.4
Playtester: Chris Bryans (solo)
Turns one and two saw some very early tallies on the He111s and
the best rolls I've ever seen in scoring against bombers and
some of the lowest cohesion rolls. One He111 disrupted on Turn
two and broke on turn three. As a result, bombing was poor on
turns three and four.
The escorts managed to keep the Spits occupied in dogfights
until all the escorts and all Spit squadrons but one (the vet
squadron) had broken. This still didn't help the dismal bombing
results as I mentioned.
The high flying Hurricane squadron consistently failed to tally.
The Bf109Es escorted the vulnerable Stukas but failed to react.
They rolled very low - visibility modifiers of the pall of
smoke didn't help matters for them. As a result, the last Spit
squadron scored heavily against one of the Stuka squadrons
causing it to break on Turn seven . It had been disrupted via
flak on Turn six. As a result, it did not score in its bomb run
and the second Stuka squadron managed only 25%.
I was surprised that the Hurricane couldn't tally the Ju88 on
Turn 8 (rolled a one). It would have been easy meat since the
88s weren't escorted.
On Turn 9, the Ju88 managed 25% hits on the Port.
Victory: Germans 6 vp + two Spitfires = 8 vp total. There were
six damage points on the port, barely missing the full damage
which would have almost doubled the Germans vp but wouldn't have
made any difference in the final British victory.
British: Three Bf110s (4.5 points)+ four Ju87s (4 points) +
five He111s (10 points)= 18.5 points
8-18.5= -10.5 British victory. Definitely felt like it.
I am certain that these results are outliers, considering that
most of the others managed whopping damage scores on the port.
In my case, that is what the Germans would have had to score to
eke out a victory (38-18.5=19.5 would have barely been a German
victory).
I'm willing to sign off on this one. There are some excellent
tactical options that players can explore that could shift the
odds of victory to one side or the other.
Now, its off to Wuhan for Operation Zet unless anyone has any
better ideas.

Following Rick's check of scenario dates, I have adjusted the
order of battle so that the Bf 110s are C-2 rather than C-4
variants.
