Scenario: O17
Version: Escort proposal
Playtesters: solo
Report: Well, there you go: after making those proposals on how
to handle the Turn 1 situation, the Fiats and Republicans do not
get any tallies and it all turns into a mishmash on Turn 2. The
I-15s left vectors in starting locations so they were
effectively holding back till getting a tally. The I-16's
vectored to the left so increased their advantage at height over
the battle. In following turns they plunged into the Fiats
scoring big.
As luck would have it, the Nationalists had terrible rolls in
air combat. 2 points of bombing damage were inflicted for 1 VP
on the Bunker. I had assigned a Veteran to the RO.37.
Victory: bombing Nat kia Rep kia VP
Game 1: 1VP 5 10 -4
Republican victory
I'll try this again to see if the Nationalists can get a
victory.

I forgot about that, thanks for reminding me. Maybe the
original free Tally for Blue Patrol is best. In the games where
there is no Tally by the Republicans, it gives him a first shot.

There's a lot of smart thinking in there. (I also agree to
retain the Blue Patrol tally rule, but make it optional for the
Nationalist player to place the marker.)
The one thing I'm currently hung up on is the Nationalist alert
status, and I'm thinking seriously of taking your set-up and
changes but changing the Nationalist set-up to unalerted. This
will mean that Fiat Group units that don't tally on Turn 1
finish the turn slightly further away at the end of the turn.

I'll repeat the setup with the free Blue Tally rule. What
worries me still is can the Nationalists win this one? The CR32
is pretty delicate!

Report: Down in flames. Nationalists again. I think I've lost
confidence that they can win a scenario. The Blue Patrol did
pretty poorly on Turn 1 as the single combatant. In this try,
the Fiats tallied the I-15's. The I-16's got the Tally on the
Ju-52s, and I-15's didn't tally so remained circling (as they
started as Intercept but put the vector in their home squares).
One I-16 faced Blue Patrol over the Ju52 and both were broken
first round.
Once again, I put a veteran in the RO.37
Victory: bombing Nat kia Rep kia VP
Game 1: 1VP 4 10 -5
Republican victory
I'd think carefully about limiting the Nat's any further, but on
the other side of the coin, I don't think the Blue Patrol should
be super-human.
I've made modifications to the scenario without reading a scrap
about the actual battle. Did the Fiat's have any other
advantages like height? Facing off against the Republicans,
they just seem to get the stuffing ripped out of them every time
in 1:1 battles. The I-16's have sun direction and height to
their advantage. It just seems like a no win scenario, sorry.

I'll take a look at some of the fundamentals this weekend and
see if there's another fix for this.

I think giving the Nationalists the determined bonus to cohesion
might help things a bit.

I'm thinking of something more fundamental, such as changing the
initial altitudes on both sides.

Okay, I'm making some substantial changes to both sides that I
hope shifts the balance towards the Nationalists. I have shifted
the Republican set up all down by one altitude level. I have
loved the Fiat Group one level higher. I have also changed the
Sun position to Above. Between them these changes should shift
things in favour of the Nationalists.
