The Special rules says the bombing rules are used, but there are
no ground units listed.

Roger that. It should be a non-bombing scenario.

Scenario: 019 Chirris over Brunete
Version: scenario: v0.0, rules: v2.1
Playtesters: SOLO
Report: in the first turn every fighter squadron tallied some
enemy. One CR.42 squadron attacked the first bomber squadron,
the others tried to climb before engaging the Republican
fighters.
A number of dogfights resulted with Nationalist squadrons
failing a number of critical early Cohesion rolls. This, a
better starting position for the Republican fighters and the
superiority of the I-16s on the CR.32s
resulted in a big win for the Republicans.
Victory:
Republican bombers gained 6+1 VP by exiting the map (no loss but
one squadron was broken by failing its first two and only two
cohesion rolls)
Republicans shot down 8 CR42s for 8 VP
TOTAL republican VPs: 15
Nationalists shot down 7 I-15s and 2 I-16 for a TOTAL of 9VP
Total: -6 Nationalist VPs - Huge Republican victory.
I will now retry the scenario trying to concentrate on the
bombers. I think that in this first playing the Republicans have
benefited greatly from having sighted the enemy at once.

Welcome aboard, Stefano! A great AAR.
Firstly, you have revealed an error with the victory conditions.
If the exchange of aircraft is roughly even in VP terms, then we
should probably reverse the victory calculation and subtract
Nationalist from Republican VP. In which case we need to change
the victory levels to something like this:
+7 or less Nationalist Victory
+8 to +10 Draw
+12 or more Republican victory
In your playthrough this would have given you a score of +6, or
a Nationalist victory, which is what it should have been.
The impression I get is that the exchange rate of fighters may
even out with similar losses on each side. Going to the scoring
system outlined above might make this scenario very dependant on
what what edge in air combat results the fighters can grind out,
but another playing might give me more data to work from.

Dear Lee,
I am playing the scenario a second time; I tried to concentrate
the nationalist fighters against the bombers with the hope of
denying the Republican side the VP
for exiting them. I did not read your correction about the
victory conditions before this replay and thus tried to find a
way to victory for the Nationalist.
The result was not dissimilar to the first playing, with an
actual count of 6 CR 32 shot down against 7 republican bombers
and 5 republican fighters.
I will finish the scenario and I will post the AAR report in the
proper format later.
Then I will try to re-play it but considering your corrected
victory conditions.
What I can say is that the lack of Radios makes squadrons much
fragile (I mean durable) in combat
due to the added risk of disruption and of breaking in cohesion
tests.
The "rigid doctrine" and "edge" rules, never used by me before
(I did not played a lot of scenarios of the game in the past),
add really some chrome to this
"early war" or even "Before the war" scenarios.
For the immediate future, after a replay of this one, If you
agree I will continue with the testing of the Spanish civil war
scenarios.

Here is my second try at this cenario
Scenario: 019 Chirris over Brunete
Version: scenario: v0.0, rules: v2.1
Playtesters: SOLO
Report:
The Nationalist fighters choose to concentrate on the bombers
managing to avoid detection by the sweeping I-16 squadrons for
turn 1.
The tactic worked with CR-32s wreaking havoc on the bombers and
breaking the leading squadron but when the escorts and the I-16
entered the fight, the Italians had to quickly leave the battle
but not after achieving a victory.
Overall I noticed a much less durability of the squadrons in
combat due to lack of radios and liked a lot the added chrome of
the "edge" and
"rigid doctrine" rules I never used before
Victory:
Republican bombers gained 6+1 VP by exiting the map ( 7 loss,
one squadron was broken by failing its third cohesion rolls due
to high losses (5))
Republicans shot down 6 CR42s for 6 VP
TOTAL republican VPs: 13
Nationalists shot down 7 R-Zs, 1 I-15 and 3 I-16 for a TOTAL of
11VP
Total (with reversed VC as suggested by Lee): +2 Republican ->
Nationalist victory!

Thanks for the great AAR, Stefano! Okay, so for now I’m going to
swap around the victory conditions so that we subtract
Nationalist from Republican VPs. I’ll then adjust the victory
levels to give us a draw window of +8 to +10.
To help the Nationalists I’m also going to drop the Republican
Veteran markers by 1.

This is my third play of this scenario.
Scenario: 019 Chirris over Brunete
Version: scenario: v0.0, rules: v2.1
Playtesters: SOLO
Report:
This time the Republican setup with the escort one space behind
the bombers in order to avoid the +2 tally mod for big
formation.
The Nationalist fighters divided in two. The lower two squadrons
went for the bombers while the top Italian squadron and the
Spanish Flight,
spotted by the I-16s on the first turn, tried to climb and flee
in order to not engage the I-16 from unfavorable position.
The result was that averyone apart from the fleeing Nationalist
went in the direction of the bombers. The fighting around the
bomber formation was intense but brief,
as like happened in my other attempts at this scenario,
squadrons without radios quickly failed cohesion test and broke.
The Republicans scored a number of hits but rolled very poorly
inflicting no losses on the CR32s. The Italians did better,
especially shooting down 4 R-Zs and disrupting both
bomber squadrons.
Victory:
Republican bombers gained 3+3 VP by exiting the map ( 4 loss,
both were disrupted)
Republicans shot down no CR32s
TOTAL republican VPs: 6
Nationalists shot down 4 R-Zs, 1 I-15 and 2 I-16 for a TOTAL of
7VP
Total (with reversed VC as suggested by Lee): -1 Republican ->
Nationalist victory!

Final consideration on the scenario.
I found it difficult to suggest a proper adjustment of the VP
schedule needed for victory.
If subtracting Nationalist VPs from Republican ones, I reached
the following results:
first play: +6 Republican
second play: +2 Republican
third play: -1 Republican
In my opinion the third replay was a bit flawed for the
Republican by unlucky rolls both in inflicting few loesses and
in having a number
of squadrons broken after the first turn of combat and both
bomber squdrons broken quite easily.
I could suggest that a range between +3 and +6 for the
Republican could be called a draw but please consider my limited
experience
in playing and especially my lack of competitive play. Even if
inadvertently, I probably try to play in an historical manner
(or at least
in away that I consider historical) rather then to try to win
from a gameplay point of view...
