       Losses to Soviet aircraft from bombing . . . will those cause a
       cohesion roll?

       Good question. I'd say 'no' if only to not open a can of worms.
       Probably need to be explicit about that, though.

       Also, I assume that the Russians can make tally attempts while
       on the ground (like at the leading Ki-21). The Tally rules
       simply state that all fighters "on map" can make tally attempts.
       But I assume that even though you have multiple tallies, only 1
       of those fighters can take off per turn even though bombers
       trigger their movement. I think logically this makes sense, but
       just a heads up in case you want to clarify.

       Interesting tactical note. The Ki-21s start at elevation 4 but
       by climbing to elevation 5, they escape light flak while going
       from -1 to -2 on V bomb sight modifier. Staying at elevation 4
       you get attacked by flak and lose the +1 for no flak mod. Going
       to elevation 5 the modifiers come out the same with +1 for no
       flak. May as well go high and avoid flak.

       Also, with the CAP mission for the I-16 that starts in E0 on the
       ground . . . does he simply take off and then circle in E0? If
       so, what about the rules about Small Arms fire. I remember
       discussing this earlier and you said that Small Arms attacks ALL
       units that fly into its square. Shouldn't we make some remark in
       the scenario such as "Soviet squadrons are not affected by the
       Small Arms barrage from Airfields"?

       All good points.
       Yes, units on the map that take off can tally and be tallied,
       which is why we changed take-off to the Set-up Phase.
       Interesting tactical approach with the Ki-21s. I see no problem
       with this.
       Hmmm. Might change that CAP I-16 to intercept. Yes, we need a
       prohibition of small arms affecting squadron on the turn they
       take off. After that, they are fair game.

       Ah I see now. So those guys waiting their turn to take off are
       NOT on the map. They are on the wing display until the turn they
       enter. Makes sense now.

       Yes, the 'on the map' wording is key. There was discussion, way
       back in the day, on whether units off-map but about to enter
       should be able to tally. So the 'on the map' wording was added
       to clarify.

       Scenario: O25 The Great Raid (Game 1)
       Version: v0.1
       Playtesters: Peter Wagner (Solo)
       Report: Horrible Japanese bombing rolls and Strafing rolls
       results in 2 hits on Flak only. I-16s VP farm some Ki-21s and
       score 2:1 kill ratio against Japanese.
       Victory: Japanese Crushing Defeat!!!!
       Japanese bombing 1 VP + enemies shot down 5 VPs
       Soviet enemies shot down 12 VPs
       Total: -6 VPs, Soviet Victory (no doubt about it)
       Recommendations: Well I tried an interesting tactic. I had all 6
       Ki-27 squadrons try to strafe Lt Flak and Airfield to try and
       get some extra VP. All that resulted is the paper Ki-27s getting
       shredded by the Airfield Small Arms barrage and Lt Flak.
       Japanese completely focused on the first airfield and stayed
       away from the 2nd to avoid more Soviet aircraft in the sky.
       Going to try this again and try to keep the Sweeps focused on
       sweeping I-16s from the sky. Should be drastically different
       from this outcome . . . hopefully.
