Okay, it's clear from recent test that the 'draw window' on the
victory conditions is too high, and I'm going to move it lower,
to +1 to +3. For the next release I've done the following:
(1) Increased US Experten by 1
(2) Halved VP outputs for bombing if the bomber is at altitude
10+, so as to keep the bomber low
(3) Clarified that the bomb attack requires losing the Bomb Load
marker
(4) Adjusted the draw window, as outlined above
(5) Adjusted the cloud set-up to give the Japanese some tactical
options
Note that I'm always open to moving cloud around to create new
tactical options for both sides.

Sorry, in the latest release I should have added a prohibition
to climbing/diving the bombers, as per our recent discussions on
strange behaviours. I forgot to do this, and it will be included
in the next release.

I can see the point of this, but for this scenario, it takes
away a bit of the fun and decision making.

Well, it's a trade-off between gaminess and history, but trying
out different altitudes for the bombers to protect them is
definitely part of the appeal of the scenario to me. Also, I
think balance might be affected if the bombers have to fly
straight. Would require another round of testing.
