So what is an alternative rule? At the end of a combat, some
units will:
(a) Have tallies on targets outside the square
(b) Have no tally because their target has been eliminated
(c) Have a tally on a broken target
(d) Have a tally on an unbroken target within the fight
How do we resolve the tally situation and reconcile all these
scenarios, without jiggering?
For example, what if we had a rule whereby after combat each
side tallied the other side's primary combatant?

Since you get a tally phase before the next combat phase where
you can reassign tallies anyway, forcing tallies to the primary
combatant won't achieve anything.

Actually, that's a problematic solution. It would work fine for
squadrons that do not have tallies on unbroken targets, but does
not work where there is a bomber present.

Yes. I am referring to the tally state before reassigning
tallies after a combat. At that moment it's entirely possible to
have a participating squadron with a tally on a target outside
the square.

As you pointed out upthread, tally reassignments can happen in
the Tally Phase, so is this really a problem?

Well, since you can reassign tallies in the tally phase, I don't
see what forcing the players to tally the primary combatant will
achieve. Not to mention that the primary combatant might be
broken or outright eliminated.

Ignore the idea about tallying the primary combatant. I'm
asking: if the tallies can be reconfigured in the Tally Phase,
is this really a problem?

Let me try and break down the problem:
(a) The attacker is determined by initiative order.
(b) The initiative order can be manipulated at the end of air
combat, by tally assignments, or in the Tally Phase
(c) Setting this order is potentially fiddlesome and a headache
in big battles
(d) Is there a simpler way to do this?
Does that cover it?
