       13.7 Taking Off

       As ever, looking at one rule (on Me 163 movement) cascades into
       looking at another. In this case the 13.7 Taking Off rules.
       As currently constituted the taking off rules make no sense. The
       take-off squadron is essentially invulnerable during the turn of
       take-off, because it cannot be tallied. We even mark it with a
       Slow marker that has no effect except on flak.
       The answer to this is obvious: we enter taking off squadrons in
       the Set-up Phase, though we must rule that in the first Movement
       Phase all MPs are expended taking off, so the squadron does not
       move. However, it is vulnerable to being tallied and attacked in
       the air in this turn.
       None of this applies to the Me 163, of course.
       Any thoughts?
