For me the question is whether that was Gordon's intent. If not
then I need to rewrite some of the campaign rules so that the
American can explicitly say 'I'm going to send these raids out
without escort'.

That had been the intent. Overall it's (I think) not a good idea
but should potentially be available. That said unescorted raids
were very unusual by this stage of the war, certainly within
range of fighter escort (they did occur in the Central Pacific
but only where escorts were out of range-IIRC from Craven & Cate
they had some success but at high cost against only moderately
defended targets).
You could readily argue it either way. By this stage I could
readily accept an argument that it would be very much counter to
doctrine against a well defended target but it does allow the US
player another option enhancing the replay value of the
campaign.

Okay, I have added the option to not generate P-38 sorties to
the rules.
