S06 Last Hunters

This is one scenario we probably would have done differently
today. With outnumbered crappy defending fighters that are
likely to take more losses than they give and some murderous
flak, there is a strong temptation for the Romanians to just bug
out.
Still, if the fighters can strafe the Soviets will score more on
the targets, and there is a chance that the defenders can cause
a disruption, which they did in my game, so it is probably worth
a shot anyway.
Did I mention the flak is brutal? Going for a second and third
pass through it strafing is not very attractive.
In my game, the bombing sturmoviks were both disrupted the first
pass, while the veteran rocket armed sturmovik made it unharmed.
The target had only heavy damage by then and all the enemy
fighters were gone, so the Sturmoviks gathered for a second
pass. In that pass, the previous bomb-armed sturmoviks were
broken so there would be no third pass, but at least they scored
enough for double damage on the trucks. It was not enough for a
win, though.
SCORE
Soviets: Bombing: 8+9 fighters: 17
Romanians: 4 sturmoviks, 4 fighters: 8
TOTAL: 9 Romanian win
COMMENT: It felt tough for the Soviets, their bombing rate is
significantly lower now, but they might also have had bad luck
on bomber cohesion and bombing. We might want to test this one a
bit more for balance.
If we feel the need to adjust it, I would recommend a special
rule that hits on flak are doubled, to make flak suppression a
distinct option.

So I'm looking at two changes: (a) A reduction in the flak units
from Lt Flak B to Lt Flak A, which fits with our general move to
using less flak; (b) add a special rule saying that flak is
suppressed on Minor damage level or greater. Do you want to do
another test on this basis?

I'm thinking that the Romanians do better to not split. They
aren't going to get many attacks on the bombers anyway, and
staying together reduces the losses when the Soviet fighters get
to thrash them. In this game, they got 3 attacks on the bombers
and scored one cohesion hit that did have an effect on the
bombing. They also managed to score equal losses despite some
brutal Soviet pursuit and much thanks to a lucky flak shot that
scored 2 kills. Still, the Soviets got the hits they needed on
the target for a win.
SCORE:
Soviet 14 points bombing (6 hits on trucks, 1 on flak, 1 on
troops), 8 IAR 81: 22
Rumanian: 5 Sturmoviks, 3 fighters: 8
TOTAL: 14 SOVIET VICTORY
COMMENT: The scenario works fine with the changes. The Romanians
can't just run away because then the Soviet fighters get to
strafe, and they have a fair chance of getting a disruption on
one bomber. That is worth a negative loss ratio. The scores
might have to go up a bit with the reduced flak, though. I would
raise the draw window two points so that this was a draw (the
Soviets could have scored even better on bombing and could have
lost fewer planes).
With that change, I think the scenario is fine for further
testing for balance.

Andrew & I (VVS) have had a couple fo runs at this with the
reduced flak.
First run saw a good Rumanian AtA performance (perhaps slightly
flattered by the dice) with 8 kills for 3 losses though good
Rumanian AtA dice were offset by equally good Soviet bombing &
strafing dice for fatal damage on the trucks (12 VP) & heavy
damage on both flak units (4 VP)
Final scores:
VVS 19
FAR 8
Which came out as a draw. We felt this haded towards Soviet win
territory but on balance draw wasn't unreasonable. Interestingly
there seemed no reason to get involved with the troops & endure
the small arms barrage. Suppressing the flak & monstering the
trucks seemed more productive.We also wondered whether the flak
suppression with half damage SSR is necessary as the reduced
flak has limited effect on the tough Sturmoviks.
Consequently moved the troops into I0 to provide a bit of
barrage on the Soviets attacking the trucks:
Run 2
VVS 2 fighters 1 IL-2 lost
FAR 1 loss
Trucks fatally damaged (+12); both flak damaged (+4)
FAR +3
VVS +17
Soviet victory; felt right.
Overall though a tight scenario. We would echo Elias comments
about the Rumanian fighters. It is worth engaging as both times
a Sturmovik was disrupted AtA & that probably did take the edge
off the Soviet AtG attacks at times. If the Soviet fighters
strafe as well ground target damage will rapidly mount to
overwhelming levels. It does feel challenging for both sides &
the mix of aircraft is good. It is clear that the Rumanians are
outclassed but not completely without hope if they use their
veterans & experten adroitly.
Final thoughts:
Move troops to I0 to make barrage meaningful
No SSR to reduce flak effectiveness (no suppression on minor
damage)-this probably makes the falk a bit feeble in the face on
the IL-2s.
We'll aim to give Home Islands a whirl over the Christmas week.

Agreed, the reduced flak also reduces the need for this rule,
and I was slightly worried that it would make the flak more
attractive as a target than the troops.

VICTORY- 19-9 for +10 for a draw, Soviet trail Sturmovik broke
early as didn't register a single hit with bombs or strafing.
Felt like a draw as trucs were worked over but Soviet losses
seemed high. Seems balances after first run through.

VICTORY- 16-1 for +15 for Soviet victory, felt like Soviet
victory
THOUGHTS- two Romanian units broke in first combat; not one
Sturmovik shot down, things went the Soviets way this time.
Still seems balanced to me, although even with everything going
the Soviets way, they only won by 2 points.

VICTORY- 22-3 for +19, Soviet victory, felt like Soviet victory
THOUGHTS- Romanians splitting came to bite them as 2 flights
broke after first combat. Strafing rolls were on high end,
bombing rolls were average. Soviets were having their own way in
air to air combate but were sweating out the strafing rolls to
get the VP they needed. I may run this again without splitting
the Romanians to see how that turns out.
