There can be max 10 wispy and I think there are 3 too many.
There are plenty of counters for broken so I don't think those
are an issue.
You might also switch a few dense clouds for wispy in the
counter mix. Dense clouds aren't used that much.

Hadn’t thought about cloud numbers. Some of the wispy cloud can
go. The rightmost 3 squares worth probably won’t influence much
for a start.
Away from home without VASSAL but that would be first thought...
Second would be whether there is indeed no end to Elias ability
to find holes in stuff:-))

I checked the countersheet proofs from the 1st edition, and
there are 27 dense cloud markers in the game. This is an insane
amount, and I checked that no scenario in Supremacy or Eagles
uses more than 14, and that is with a dense blanket over the
map.
I think you could safely change the lowest row of 8 cloud
markers from dense/broken to wispy/broken. Wispy markers are
more useful and used in the game.

In the meantime, are you able to test the scenario in its
current form?

Sure, I got halfway through a game last night, the rightmost
clouds won't have much effect.

Player: Elias Nordling (solo)
Played this one through to the end, and found it problematic. I
felt the RAF had plenty of fighters to deal with the Luftwaffe
threat, and the Germans only got three head-on attacks on the
bombers, each on the -1 column. They still managed to down one
bomber, but no cohesion hits. The fight in the air was more or
less even, but the RAF had several fighter formations left when
the last German broke, so they were able to pursue and rack up a
4-point lead in air losses. The flak were able to disrupt a
bomber, making up for it.
Final score:
UK:
Bombing 6, 15 ftrs: 21
Luftwaffe: 1 bomber, 10 ftrs: 12
TOTAL: 9, DRAW
This looks good on paper, but the deterministic bombing means if
no bomber is disrupted, the UK gets 12 points from bombing and
wins, if a single bomber is disrupted, their path to victory
will be difficult.
On paper, this gives the Germans a strong incentive to go for
the bombers despite getting so few chances at success, as a
single disruption makes such a difference. In practice, their
best path to a win is probably to run away and hope the flak
scores a disruption or a kill. At worst they get a draw. An even
better version of this plan might be to gang up on one of the
British fighter wings to score a positive exchange ratio before
bugging out.
In the fighter vs fighter fight, the British fighters are of
better quality, there are more of them, and they have the
altitude advantage. This means they will be the attackers most
of the time and thus the Germans will break before they do.
I'm not quite sure where to take it from here. I think giving
the Germans one more veteran will give them a better chance of
getting through to the bombers for more than a token effort. The
Germans have the ability to split three squadrons but I don't
think it is very useful to split non-veterans in this
environment. Giving the Germans a better altitude position is
probably useful. I wouldn't want to see the Germans too beefed
up, or the lesson of the scenario gets spoiled.
Something needs to be done about the bombing so that a single
disruption doesn't cause a 6 point shift, but further
disruptions have no effect.
Also, I think there needs to be a special rule preventing
fighters to strafe, or we will have a whole other scenario.

Okay, changes to the next edition:
(1) Removed the highest wispy cloud layer because of counter
limits.
(2) Added a German veteran marker.
(3) Removed flak. (Assume we have factored it out when we
introduced deterministic bombing.) This also removes the flak
SSR.
(4) Reduced the draw window to +11, so that if the Germans run
away they cannot win. They are now forced to engage the bombers.
(5) Reduced the high cover and target suport by 1 altitude level
each.
(6) The High Cover also forces set up in G11, H11 so that no
squadron is at 12.
(7) Wispy layer N13 to W13 is dropped one altitude level.
(8) JG2 and JG 26 increase by one altitude level.
(9) Added a strafing prohibition.
This should hopefully resolve Elias's qualms about the
deterministic bombing and mitigate some of the altitude problems
for the Germans.
