Balloon busting

Is balloon busting too hard in the current rules?
There are only a few scenarios with bloons in them, so the rule
haven't been chewed out a lot.
Unless you luck out, you need at least two combat passes, and
you suffer from balloon flak while doing them, there is a decent
chance two passes aren't enough, and that you will lose at least
one fighter in the process, making up for the one VP you get.
Usually, I find it much more efficient to just endure them.

What if we dropped the Max Losses to 2? (Or even 1?)

I thought of dropping it to 2 myself. that would work.
Also, should aircraft attacking balloons be exposed to their
barrage effects? How did balloon busting tactics work, and what
were the countermeasures?

I don't have enough information on balloon busting, but when
attacking with fixed weapons I imagine there's always a chance
of collision.

Try testing balloon attacks with a loss value of 1. I know it's
pushing the lever hard in favour of the attacker, but I think we
should give the player a decent return on their investment of
ammo.

I'll try that and the change of scoring with Tip and Run and see
where that takes the scenario.
I guess nothing says the number of hits to down baloons would
have to be fixed, it could as well be scenario specific.

That's true, but the more I think about this the more I suspect
that one hit may be the best way to do. Ultimately we want to
encourage a form of action, and a whole squadron attacking
balloons should be rewarded for it.

I discovered the attackers are exempt from the barrage effects
in the current rules version.

I know exactly what the rules say. I also know exactly what the
rules have said, and the trouble is remembering the current
version ;-)
