Bomb Aiming and Direct Flak

15.3 states that bomb “Aiming is optional, but failure to
complete aiming means the attack takes place with the ‘no aim’
penalty.“
My question is whether the direct flak attack modifier for
“aiming” can purposefully be avoided by the raiding player by
declaring that their bombers ARE NOT aiming. The rules quote
above seems to assume that NOT aiming is the result of failure
to complete the requirements rather than purposefully choosing
not to aim.
Example, Ju-87s begin a dive bombing profile but do not complete
the profile that turn. Next turn they will finish the profile
but they don’t want to be subject to two direct flak attacks
that benefit from the +1 aiming modifier. So they declare they
ARE NOT aiming. Is this ligit?

It's the first time it has come up. Can you decouple some aiming
from the profile so as to avoid a flak mod? <grimaces and
shrugs> I guess so?
What would be the problems if we permitted this?

Nothing the matter. Just want to make sure that was the intent.
Almost every time I resolve direct flak on bombers, I think of
it. I’m going to be making some videos soon in bombing and
strafing and want to make sure I don’t say anything, or
recommend anything that goes against the spirit of the rules.
Maybe it would be helpful to mention in a sidebar than bombers
may purposefully choose not to aim to avoid the flak mod. I can
see this as helpful when a bomber already has some losses and is
really trying to avoid a nasty -2/-4 modifier from disruption at
the expense of -1 to bombing.

It makes sense to me that a bomber is able to mitigate the
effects of flak to a limited extent at the cost of bombing
accuracy, even if the actual means are abstract
