       Hard targets

       I find the rule for hard targets difficult to use. This is
       becasuse you have to look at one place in the rule to find out
       what the symbol means, and then flip to a different place to
       find out what the effects are. If 14.0 actually said rocket and
       strafing attacks are halved against hard targets, that would
       help.
