Al, the rules don’t seem to be doing a good job of teaching you,
which worries me. Please let me summarise and then you point out
where the rules were causing confusion.
To bomb you need a bombing mission [15.2.1]. Squadrons marked
with a bombing mission cannot strafe.
There is a variant of a bombing mission that we call a strafing
mission [15.2.1.1]. This is exactly like a bombing mission
except that the squadron can also make strafing attacks in
addition to bombing.
Sweep squadrons [15.2.3] can also make strafing attacks, though
they don’t carry bombs.
Strafing attack profiles are detailed in 15.3.7. As the rule
notes you have to have a strafing or sweep mission to strafe.

On the separate subject of abuse of sweeps, that is something
I’m minded to accept right now. It’s fine for sweeps to strafe
as that was a common thing they did. The stickiness of the rule
is where cowsons like Elias decide to exploit the rule to move
sweeps from high level to low without actually strafing. I
haven’t yet figured a way to prevent this.

Okay, here is the current 15.2.1.1 Strafing Rule, as written:
A strafing mission is a variant of the bombing mission. Assign
the squadron a bomb load as normal [15.1]. A squadron can make
bombing or strafing attacks [15.3.7]. It does not return to base
after attacking, but can make further strafing attacks (or
bombing attacks if it has a weapon load), against the same or
different target. It continues until its ammo is depleted, or it
wants to cease attacking, at which point it returns to base.
Now, I am considering changing to this text, which I hope is
clearer:
A strafing mission is a variant of the bombing mission that
permits a squadron to strafe as well as bomb. Assign the
squadron a weapon load as normal [15.1]. The squadron can make
strafing attacks [15.3.7] or bomb if it has a weapon load. It
does not return to base after attacking, but can make further
strafing or bombing attacks against the same or different
target. It continues until its ammo is depleted, or it wants to
stop attacking, at which point it returns to base.
Does this alternate text work?

After a long study, my misunderstanding stems from the
difference between a strafing mission and a strafing attack. The
sticking point for me was 15.3.7:
15.3.7 All aircraft with a FP value can strafe. Squadrons must
have a strafing or sweep mission. No bomb load is required;
however, if the aircraft’s ammo is depleted, it cannot strafe.
In my case I had Zero’s with Sweep missions. That allows me to
strafe. I took strafe here to mean both strafe attack and strafe
mission.
15.2.1.1 allows assignment of a bomb load.
Thus I thought my Sweep Zero’s met the bomb load assignment
option.
Now that I grasp what the rules actually do say, I do see the
difference between a strafing mission and strafing attack. It
took me a while but that’s just me. Others have grasped this
concept with no problem.
The revised text is more clear and I think it’s a worthy
addition. In my case however, a clarification to 15.3.7 would
have helped me more. Something like:
“All aircraft with a firepower value can make strafing attacks.
Squadrons must have a strafing or sweep mission. No bomb load is
required; however, squadrons assigned a strafing mission may
carry bomb loads (15.2.1.1). Squadrons with depleted ammo cannot
strafe but may make bombing attacks. Squadrons with a tally
cannot strafe.”
