       GCI Error into a Friendly Barrage?

       Here's a rules question that came up during our test of L13
       Rikko. The US put up a flak barrage in the Admin Phase and then
       rolled GCI to set a vector. That succeeded, but there was height
       error. The Japanese were able to move the vector into the flak
       barrage. Since the squadron was only one square away from the
       vector, the Shortest Route rule [9.2.5] would force it to move
       into the barrage and circle.
       On the one hand, it makes no sense to force the squadron to
       deliberately enter its own barrage. Then again, the rule could
       simulate one of those FUBAR situations where, because of
       miscommunication or whatnot, a blunder happens. It seems like a
       gamey sort of trick, which is exactly why I tried it in
       playtesting. Is this something we need to address with a rule?
       I'm not sure if it has ever come up before.
       (Did I just write "I tried it"? Oops, now everybody knows I
       attempted to induce a blue-on-blue incident. Evil.)

       I kinda feel that we let the rules play out as written. A unit
       makes an error and finds itself in a barrage? That sounds
       exactly like the kind of error that can occur. I don't know of
       any specific issues, but I'm all for not giving the player
       perfect control of their cardboard forces.

       There are two outcomes that I see once circling within the
       barrage;
       Suffer a barrage attack each turn until it gets a tally or GCI
       order to allow it to leave the barrage, or
       Discontinue the barrage in the Admin phase so it can circle in
       peace.
       I’m not advocating change here, just pointing out what may be an
       unintended consequence.

       The rules as written on this point yield occasional "someone
       erred" situations. I'm OK with that.  While I don't think a
       squadron leader would put his formation in danger, I can
       envision this sort of situation happening through a blunder on
       somebody's part. It looks weird on the board, but it's not
       blatantly unrealistic.
