Escort forming up

I realize I'm still unsure about the timing for former escorts
forming up to become sweep:
It seems to me that Form Up is something that has to be declared
at start of the unit's move, right? Because there are plenty of
situations where a squadron can end up in a position to return
to escort in the admin phase, but if it hadn't declared doing
it, it would be unable to.
The spirit of the game system is mostly that there is no
"memory" from previous phases (I guess radio clutter is an
exception), which means Forming Up markers would probably be
useful here. Though an easy solution would simply be to put an
escort marker on the sweep on the map.

Elias,
It seems to me that it should be done at the flight/Squadron
movement start.
From Rule Book 2.2.1; see last para of 9.2.2.2 on page 19;
It selects a destination square that meets the criteria for
setting up an escort,(...), then flies the shortest route to
that square.

To be honest, I’ve always taken the 9.2.2.2 rule to mean “if I’m
in position to swap back to Escort in the Admin Phase, I just do
it if I want”. But you’re right that the text of the rule
suggests that a prerequisite of this is having announced and
then moved Form Up movement per 9.2.3.
Not sure yet how to clarify or disentangle this.

Lee,
maybe a simple note in the SoP will do the trick.
Add in 3rd point in the Movement phase after 10.4 something like
this:
"Escorts must announce destination square [9.2.3 e)]."

Wherever possible I lean towards the looser, more usable version
of the rule.

So the rule actually has two parts. One is the ability to move
back into position for former escorts. The other is the ability
to revert into escort. I think the rules need to make clear that
the first is not a prerequisite for the second.

Just to muddy the waters, scenario L22 has a Special Rule based
on 9.2.2.2 that commits the four ex-Escort Sweep squadrons to
Form up in relation to a pre-designated square with bombers that
won't appear on-map until Turn 4. Haven't played L22 so not
sure how that works out in practice.
