       Radio Clutter

       Since we're talking about issuing a revised rulebook, I'll bring
       up this question about the wording in 9.4.2 Radio Clutter. I
       don't recall seeing this come up, so maybe other players don't
       have a question about it or are seeing something I'm missing.
       The phrase "that turn" seems to create a loophole for the radio
       call modifier to the tally roll. During the Tally Phase of Turn
       N a squadron on a radio net might already be in a dogfight that
       started on Turn N-1 (or earlier). That would cause radio clutter
       on the net in the Turn N Tally Phase, as intended. But squadrons
       can't be judged to be "in combat that turn" until the Combat
       Phase of Turn N, by a strict reading of "that turn." So with RAW
       most air combat situations, which is to say all non-dogfights,
       do not cause radio clutter during the Tally Phase.
       Is that the intended effect? Or is the idea that air combat
       during Turn N-1 should cause radio clutter on a net during the
       Tally Phase of Turn N?
       The way I've handled this question informally so far is to
       interpret "in combat that turn" to mean to be in a situation
       where air combat must happen during that turn's Combat Phase. So
       if a squadron on a net enters the square of an enemy squadron it
       has tallied or occupies a square of an enemy squadron that has
       tallied it, it is "in combat" even though the dice haven't been
       rolled yet. But that interpretation establishes "in combat" in
       the Movement Phase, which is still later than the Tally Phase of
       "that turn," so it doesn't strictly answer the question of
       whether radio clutter exists.
       Radio clutter for any air combat "that turn" affects rolls to
       place/change vectors, of course, since the Administration Phase
       follows the Combat Phase.

       No. The only way that radio clutter can affect the Tally Phase
       is if there is an ongoing dogfight.

       Ah good. So the rule is correct as it stands. I was hoping I'd
       been overthinking it, since having previous-turn air combat
       matter would mean engaged squadrons' radio nets would be
       cluttered most of the time.
