       Second playthrough, scenario one.
       Both sides picked the same OOBs for the same reasons. Germans
       pick 6. Soviets 1.
       With the additional german Squadron and the nerfing of the
       ground hugging rule, the Soviets had it tougher. They still won
       by scoring enough heavy damage, but not a bombing hit more. The
       Soviets took 13 losses. I guess 16 is possible but it is going
       to take some work. The Germans took 0 losses.
       So, plus one campaign VP and on to DOK02.

       Current list of proposed changes:
       K4.2 - add split limits of Fw 190 2 flights
       The following changes are for the last four scenarios in the
       tree.
       DOK07 - German -1 CVP requires both Tanks units to take Heavy
       damage or better; special rule 6 changed so that one Green AND
       one Veteran marker added to Soviet OOB
       DOK08 -  Soviet +1 CVP requires both Artillery units to take
       Heavy damage or better
       DOK09 - German -1 CVP requires both Artillery units to take
       Heavy damage or better
       DOK10 - Soviet +1 CVP requires both Tank units to take Heavy
       damage or better; there’s a danger the special rules might
       weaken the German too much, so I propose increasing t=one flight
       to a squadron, as per DOK01

       The scenario is DOK02, the CVP is at +1.
       Germans pick OOB 2, not too expensive, not tank busters against
       infantry.
       The soviets pick 4. They don't want to be stuck with it the last
       round because it is crap.
       It was indeed crap. The Soviets lost 10 aircraft and managed a
       single kill in air combat, with another one due to flak. Only 4
       attacks on bombers were made.
       The Germans steep angle bombed deliberately, sending in one
       bomber at a time to see the result. They were fairly average but
       still enough to score 9 hits on one infantry and 2 on the other
       (I did remember the special rule)
       German campaign win, and 2 points for both campaign bonuses.
       DOK04 will be the next scenario, and the campaign score is at
       -2.
       COMMENT: Soviet OOB 4 is real crap. The Germans won easily,
       mostly thanks to the pathetic opposition, but I don't see them
       failing to at least score heavy damage on one target with this
       force.

       Do we want to boost OOB 4 at all? I don't want to add quality
       markers, but I could add an experte.

       Not sure an experte will help. The trouble is 4 maneuver units,
       2 of them green.

       We'll keep an eye on this but I have a concern that changes to
       OOBs during test are trending towards making all the OOBs the
       same, toward blanding them down, and I think that's problematic,
       as it means the choice of OOB is no choice at all. Which is why
       I'd rather have some defender OOBs that are slack on numbers but
       perhaps different on quality. For example, the VVS OOB 4 could
       be buffed by removing a Green and adding an Experte or even,
       potentially, a Veteran in its place.

       Replacing a green with a vet would make a big difference and
       give the Soviets much more punch.
       I don't really mind the OOBs being unequal in quality, as you
       still might have to use a bad oob, making them unequal choices
       is an interesting decision. But when I've picked OOB 4 they have
       trouble getting a single German kill. You shouldn't know you'll
       lose if you pick an OOB.

       I don't have a problem with an OOB being weaker and therefore a
       tough call to take, but clearly there's a point at which it
       becomes too weak.
       I'm going to ponder swapping a Green for a Veteran in Soviet OOB
       #4 for the next round of changes. In theory that should make it
       more effective than OOB #6, given that the Veteran can split. So
       I wonder if I also have to give #6 a minor buff by adding an
       Experte.

       I have yet to win as the defender so having the defenders beefed
       up over the board doesn't scare me :-)
