I just want to track some loss data after recent plays:
Soviet losses:
As raider: 20 + 10 + 17 + 13 + 9 + 19 + 7 + 14 + 7 = mean 12.8
As defender: 10 + 1 + 5 + 5 + 11 + 10 + 6 + 14 + 11 + 10 = mean
8.3
German losses:
As raider: 1 + 16 + 10 + 11 + 4 + 4 + 2 + 3 + 9 + 13 + 8 = mean
7.4
As defender: 0 + 2 + 3 + 2 + 4 + 1 + 1 + 3 + 4 + 6 = mean 2.6

The 4th game in the campaign looked like it would be a German
blowout from the setup, and it was. Both sides had only one OOB
left to pick, 3 for the Germans, 4 for the Soviets. 4 Yaks,
three of them green against 4 veteran FW flights didn't look
promising. And no flak to help out.
The Soviets managed to get 4 attacks on the bombers, all but one
at -2 or worse. Combat rolls were on the low side for both
players, and the Soviets managed to score exactly one straggler
on the Germans.
The Flak didn't do better, and after 3 strafing passes by the
Henschels, one tank had heavy damage and the other minor. I DID
miss the dug in modifier, but hey, I had three more strafing
passes and two bombloads left, I'm sure they could have saved
this playtest report if they had kept going.
The only bright side for the Soviet was that the Germans had to
work hard to score the loss level on the Soviets.
Losses: Soviet 10, German 0. German win + bonus points for minor
damage on both targets and Soviet losses. -4 for a decisive
German victory in the end.
Comment: Well, you get the gist. With an additional green unit
and no flak, the Soviets are going to be toast in this scenario
no matter what OOB either side chooses.

In this fourth mission (which I presume is DOK07) do we need any
countervailing balance mechanism?
Two that come to mind are:
(1) To get the bonus CVP the German needs heavy damage against
both targets.
(2) Add a Soviet Veteran marker to the Green marker.

It's Tank Army, whatever number it has now. And yes, adding both
of those would make a difference.

It’s difficult because there are obviously variables involved,
such as what OOBs people have, but for the fourth mission there
are potentially three non-loss CVP up for grabs for the raider,
depending on the mission. So I don’t think it’s wrong to make
the third CVP (the bonus) harder to get.

With the revised Scenario one, the german can have a FW-suadron
that might want to split but isn't listed in split limits.
