Did the Soviets have a chance of getting to the bombers given
average rolls, or was the MC.200 rolling too good? Do we need to
alter the set-up at all to get some fighter-on-bomber action?

I don't mind the odds of significant VPs from the bunker being
low, but I will adopt your Max Load proposal.

On reflection I think we need to move the flak near the targets
and possibly flip the way the victory conditions are calculated,
as it seems the Soviets should score higher than the Italians.

Scenario: L06 Italians in Russia (Second Play)
Version: v0.3
Playtesters: Pete (Solo)
Report: Okay so up front I must appologize that I totally missed
the updates to this scenario (v.4) and I played the previous
version with the flak out of the picture basically. In this
play, the fighters from both sides were able to engage each
others bombers with both sides losing 2 bombers each to fighter
attacks. All bombers managed to bomb un-disrupted. The Soviet
rolling was bad and only managed 2 hits on the Italian infantry
while the veteran Italian bombers scored 100% hits on the Soviet
infantry scoring 6 VP (could have been 10VP if bunker had been
target). The Italians ruled the skies with their fighters and
shot down 7 I-16s in addition to the 2 SBs. The Soviets downed
only 2 MC.200s in addition to the 2 BR.20s. The Italians
maximized the use of splitting (max of 4 flights) and were able
to rush the bombers. Italians were able to force dogfights when
able and ensure attacker status on the Rigid Soviets. Flak did
not play a part in this or the last play because they are too
far removed from frontline targets. Moving them up would have
certainly had a greater impact. I will need to play this again
with the closer flak.
Soviet losses = 7 fighters, 2 bombers
Italian losses = 2 fighters, 2 bombers
Victory:
Italian bombing (6) + air kills (11) = 17
Soviet bombing (1)+ air kills (6) = 7
Total: +7 in the Italian favor. This felt like an Italian
victory.
Recommendations: I think the victory conditions need to assume
Italians will score more VP (from air-kills alone). I assume
giving veteran status to the Italian bombers will be the
strategy everyone adopts and this will lead to roughly equal vps
to both side from bombing (a good bombing result from Italians
and 2 average bombing results from Soviets assumed). I wonder if
changing victory conditions to something more unique would be in
order . . . say: "I-16 kills are only worth 0.5 VP each".
Subtract the Soviet score from the Italian score. Less than -1.5
= Soviet Win; -1 - 1 = Draw; +1.5 or higher = Italian win"
Would definitely make the bombers the extremely valuable targets
and the hard earned MC.200 kills more valuable. Thoughts? This
one is a lot of fun and I think victory conditions like that
would make this even more enjoyable with the different
priorities with targets.

De-rating the Soviet fighters to make their bombers more
valuable may create some interesting incentives. If we adopted
that I'd be tempted to switch the victory calculation around so
that the Soviets subtract their VPs from the Italian and then
set an Italian victory level that encourages them to go for the
bombers.
So, for the next round let's try v0.4, modified as follows:
(1) De-rate the Soviet fighters from 1 to 0.5 VPs.
(2) Victory conditions revised so that Soviets subtract from
Italians
(3) Set victory levels as follows:
+0.5 or less = Soviet Victory
+1 to +3.5 = Draw
+4 or more = Italian victory
This should be sufficient to prevent the Soviets winning by
running away, but gives the Italians an encouragement to go
after the SBs.
Can you give it a try with the changes above?

Scenario: L06 Italians in Russia (Third Play)
Version: v0.5
Playtesters: Pete (Solo)
Report: Italians utilized tallys on lead I-16s to direct
themselves towards Soviet bombers. The result was 3 flights and
a squadron of MC.200s swarmed the SBs and escorts leaving only
1.5 squadrons of MC.200s to deal with green I-16s. One SB
squadron was broken and the other disrupted by the time they
dropped their bombs. Still, the disrupted SB managed to heavily
damage the infantry. Italian veterans rolled well on cohesion
allowing them to survive 3, 4, and 5 combats while most I-16s
were breaking after 2nd combat. At the point when bombs were
released near the end of the scenario, the score was 10 (Ita) to
9 (Sov) which felt right as the SBs managed to score heavy
damage on the Italian infantry while the BR.20s whiffed with
their bomb run on the Soviet infantry. However, at this point
the I-16s were all broken leaving 2 veteran flights of MC.200s
to harass the SBs on the return to base scoring 4 more bomber
kills which boosted them to their final victory over the
Soviets.
Soviet losses = 12 fighters, 6 bombers
Italian losses = 6 fighters, 1 bombers
Victory:
Italian bombing (0) + air kills (18) = 18
Soviet bombing (2)+ air kills (8") = 10
Total: +8 in the Italian favor. This felt like a minor Italian
victory as they were unable to score hits on Soviet ground
targets but they definitely won the air war.
Recommendations: This scenario feels very solid to me now. I
think both sides have good chances at winning this one. There
are good strategy choices here with changing bomber elevations
leading up to bombing attacks and assigning fighters to deal
with enemy forces. I really enjoy this one and like how it
feels. I am going to sign off on this one as good to go. Halving
the VP value of the I-16s was the right thing to do in this one.

Before the next person takes over I want to check the VP outputs
based on halving the I-16s.
Italian bombing VPs - 1 + 6 + 0 = mean 2.33 VPs
Soviet loss VPs - 3.5 + 7.5 + 18 = mean 9.6 VPs
Italian loss VPs - 6 + 6 + 8 = mean 6.66 VPs
Soviet bombing VPs - 4 + 1 + 2 = mean 2.33 VPs
This gives us a net result of 3 VPs, which suggests the current
victory levels are around the right place, though more data
would be better.
