Okay so the MC.200 ADC states that you remove the bomb rating
and Drop Tanks ability before 1942. This scenario takes place in
1941, so is it assumed that the strafing MC.200s do not carry a
bomb load but just strafe with MGs? Either way, a special rule
should be added to clarify this.

As a general rule, strafing fighters that don't have bombs
should probably be given sweep orders to avoid short-circuiting
the system. Unless of course they should have bombs in this
case.

Yes, but Fighter-Bombers without bombs stop being
fighter-bombers and become fighters on sweep. You could add a
bunch of special rules, or just make them sweep, which solves
the problem.

Firstly, good catch. Second, I agree with Elias that we can
massage this by making the strafers sweeps.
(Update: note that making the strafers sweeps necessitates
adding split limits to the scenario. I also think it may be
worth a Gameplay Advice reminder that sweepers can strafe.)

Okay so right now there is only 1 MC.200 flight in the mix.
Special rules say MC.200s have tactical flexibility. So what
split limit should I test with?

Along with changing MC.200s from strafe to sweep, you'll need to
update radio net text which currently still states "Ancona -
Strafing MC.200s." Perhaps should "Ancona - J8, K8 MC.200s" and
"Bari - H4, I4 MC.200s".

Good catch on the radio. Yes, I'm planning to add more flights
in the countermix.

Scenario: L06 Italians in Russia (First Play)
Version: v0.3
Playtesters: Pete (Solo)
Report: Italian veteran bombers only score 3 hits on bunker and
thus only score 1 VP while Soviet trained bombers score
Crippling damage to Troops scoring 4 VP. Italian MC.200s took
won in every air conflict and shot down 7 I-16s. Many MC.200
hits failed to materialize with their low FP. I-16s managed to
shoot down 3 MC.200s (only about 3). Flak played very small role
since both sides chose to target targets that were out of range
of flak. Italians did not take advantage of their tactical
flexibility which I know hurt them since none of the MC.200s
managed to strafe (they busied themselves with I-16s).
Soviet losses = 7 fighters
Italian losses = 1 bomber and 4 fighters
Victory:
Italian bombing (1) + air kills (7) = 8
Soviet bombing (4)+ air kills (6) = 10
Total: -2 Soviet Victory
Recommendations: I think Italians should be able to carry their
max bomb load of 17 in order to have a chance at greater hits on
the bunker. Placing veteran marker on bomber is must to increase
their chances. I rolled 25% hits which only resulted in 3 hits
for only 1 VP on bunker. Increaseing bomb value to 17 would have
resulted in 4 hits and 3 VP on bunker (a more reasonable
expectation). The Italians need a reasonable change to heavily
damage that bunker.
