I don't think that works, because the notes on the Beau IC (and
also the PB4Y-1) paper over the problem that Legends players
won't have Supremacy 2e by the time this expansion comes out.
It's a mess of my creating, I know. Eventually the publication
of Supremacy 2e will fix it. But until then we need to manage
those folks who only have Sup first edition and have not heard
of my free downloads.

So here’s the VPs for the last five plays (Dave’s were adjusted
for the bombing VP cap):
Allied Bombing: 24 + 24 + 24 + 24 + 24 = mean 24
Japanese losses: 10 + 14 + 13 + 5 + 7 = mean 9.8
US losses: 9.5 + 11 + 8.5 + 15 + 7 = mean 10.2
This gives us a mean result of +23.6.
Dave 1 = +15.5
Dave 2 = +27
Forrest 1 = +28.5
Forrest 2 = +14
Forrest 3 = +24
So, some observations:
(1) Bombing is now consistent, though I believe the Allies still
have to work for that result.
(2) The game hinges on losses. Where the Japanese can gain an
advantage in VP exchange they should win.
(3) This suggests we need to pin our draw window around the 24
VP mark, with a wide enough window that the loss of a bomber or
two really tips the balance.
(4) However, we cannot permit the Japanese to win by running
away, which means we have to set a narrow draw window anchored
on an Allied victory at 24 VPs.
Proposed change: new draw window of to +21 to +23.5, with Allied
victory on 24 VPs. This makes the scenario lean towards the
Allies but is winnable for the Japanese.
