Without having done the math, enough to give some flexibility
and decision making, but not so much that the scenario divides
into a twice as big scenario. Say 4 Zeros and 4 Wildcats.

Players: Elias Nordling, Peter Wagner (PBEM)
We fairly quickly figured out that this one need some work, as
the US advantage is significant. The Japanese are locked on
course on sweep while the US is flexible in the placement of
vectors, the US have slightly better aircraft on average AND
they have the altitude advantage. The latter especially can be
devastating, and at the very least the Japanese need to gain
some altitude.
As the US player, my plan was to concentrate all forces on the
topmost Zeros, keep the altitude advantage, and basically ignore
anything that wasn't on top. It worked just fine, 6 Zeros were
lost for no US losses, after which I as the US player was in a
position to just walk away from the battle, ignoring half of the
Japanese fighter force that was unengaged.
Result: US win
Felt like: US win
Comments: Obviously this doesn't quite work yet, but the
potential is there. With all fighter forces you get some
interesting maneuvering on both sides. The first thing to try
for balance is to give the Japanese some altitude, or lower the
US fighters.
The second idea, which we both like and would give the scenario
some unique flavor, is to give the Japanese points for sweeps
that exit the right map edge. This would make it impossible for
the US to just ignore a large chunk of the Japanese force like I
did. It MIGHT lead to some gamey stuff, but that's for
playtesting to find out, we think it is worth trying.

How about something like each Japanese flight that exits the
right map edge is worth one American loss; each squadron is
worth two American losses? (We can increase these values if
necessary.)

That's my thought too. And disrupted squadrons 1 point. But we
do need to do something with rhe other US advantages too.

My initial thought is to drop all US starting altitudes by 2
levels. If that's not sufficient, should we shift them a column
or two left, so they have less time to climb in turn 1 before
combat breaks out?
