This scenario requires three Corsairs and two Wildcats. The base
games have this, but with overlapping letters. The asset list
for Legends have enough Corsairs and Wildcats to solve this, but
you have to be careful to avoid overlaps. If none of them are
A-C, and the Corsairs and Wildcats in Legends don't have
overlapping letters, it should be fine.

I now have a note to make sure these are deconflicted, but I'm
sure we'll get to check ID conflicts long before we print.

Well, the best that can be said about this scenario is that the
outcome was remarkably historical.
The Japanese did indeed hit the DD with 2 hits (rolling 11 with
the only bomber that was just disrupted and not broken), and
they did lose close to the historical number of bombers in the
process. The Zeroes did their best, and took down more US
fighter than could be expected from them, but by turn 4 they
were gone while there were still 4 US fighters left. When the
bombers entered the flak zone, the US fighters took a break and
watched the show for a while before going back to the hunting.
The last two attacks were especially successful, taking out 6
bombers.
Score:
US: 21 bombers, 7 Zeros: 49
Jap: 3 VP bombing, 6 fighters: 9
Total: 40 US massive win
Felt like: US massive win
Comment: I must admit that I'm not overly fond of the late war
Japanese scenarios as the Japanese are often slaughtered with
little hope to have anything to show for it (The Eagles
scenarios were good, though). Having Japanese in early war
equipment meet US in late war gear is even worse. If the
Japanese had a fair chance of coming out of the gauntlet with
some bombing hits it might have been another thing, but even an
11 was only good enough for 10%.
There wasn't much decision to be had on either side. The
Japanese Fighters do their best trying to occupy the US
fighters, but the US have enough to spare. The low altitude
leaves very little room for maneuvering.
So, what's the point of this scenario? Is it to show the Rikko
in the torpedo bomber role? If so, couldn't a less one-sided
situation be found? We have enough situations with the Japanese
getting incinerated already.
If we want to stick with this, I would suggest giving the
Japanese tactical flexibility to add an element of decision
making, but my first instinct would be to send this scenario to
the digital download pile and call up Black Day over the Ore
Mountains for frontline duty. That one was good!

If you think this one isn't salvageable, we can certainly bring
in a substitute. Are there any other views on this?

I’d be happy to bump this up and play it next if it would help.
Looking it over it seems like it would be difficult for the IJN
to win given the huge performance disparity. At a minimum
Elias’ suggestion of giving the Zeros tactical flexibility is a
good idea.
l’m loathe to give up any Pacific scenarios, but that’s my
thing....

I think having it played by a Pacific fan is a good idea :-).
There are ways to make the scenario more balanced (and less
historical) but my biggest problem is that it doesn't really DO
anything. Few game decisions and a predictable narrative. Low
level scenarios sometimes feel constricted, and this one did.

Elias, I shall give this a week before making a final call on
whether to swap out this scenario for the Ore Mountains
scenario. I just want to get Gordon/Andrew's input on this
first.
In the meantime could you please move on to L15 Tussle Over
Trapani?

One thing that could be added to help the Japanese would be to
designate the Betty's as ground hugging.
