Split Limits

Lee,
Need a confirmation:
9.3 Splitting Squadrons states "If the scenario lists a split
limit, that is the maximum number of new flights that can be
created in a scenario."
Does this mean this limit applies "over the course of a
scenario" or "simultaneously during the course of a scenario"?
E.g., Split Limit is 2: does that mean I can split a squadron
into 2 flights, and that's it for the rest of the scenario; or I
can split a squadron, and if (*big* if, I agree) the two flights
are destroyed/leave play, I can split another squadron?

I've always taken it to be over the course of a scenario.

I have also played it as over the course of a scenario. The
earlier split rule was effectively simultaneously, and that lead
to all sorts of gamey stuff that the current rule fixes.

Does this clarification work? (The change is underlined.)
Once split, flights cannot reform into a squadron. The
countermix limits the number of splits; a squadron cannot split
if there are insufficient flight counters available. If the
scenario lists a split limit, that is the maximum number of new
flights that can be created during a scenario.
