       Flak barrages

       An interesting rules interpretation just came up. Rule 14.2.2
       says "In any Administration Phase, heavy and light flak units
       can place or remove
       a Barrage marker from the map."
       This seems to indicate you can't MOVE a flak barrage in a turn,
       you'd have to remove it first then have it placed the next
       phase.
       If that's the intention, please let me know right away because
       then I've played it wrong all along :-)

       It's a good question, because I'm now at the point where I can't
       remember the original intent. I tend to place barrages and then
       forget to move them. I'm going to have to sleep on this one and
       try to remember what the original idea is.
       In the meantime play it as you've been playing it.

       I've always played that you can only do one or the other. Remove
       or place a barrage. Makes barrages a little less effective as
       they take some time to end and then setup again. Was a flak
       barrage hard to coordinate vs simply "firing at the enemy." I
       don't know anything about the history of AAA tactics, but I
       would think that a barrage is harder to coordinate guns in a
       flak battery to place an effective barrage then get them to stop
       and refocus on another area. I would in favor of this Strict
       following of the rules (in which you cannot move an existing
       barrage without spending a turn to first remove it) because 1)
       the rulebooks are going out this way as worded and 2) seems
       logical to me.

       But there is then nothing in the rules preventing you from
       firing direct fire in-between the barrages, which just seems
       odd. Barrages are blind firing, which I assume is much easier to
       execute than aimed fire.

       Correct I've always played it that in between barrage "tear
       down" and "setup" the following turn you can direct fire. To me
       it seems that Direct fire is easier since you wouldn't have to
       coordinate with other flak pieces on altitude and area of attack
       . . . just fire at what you can see. So while flak directors are
       getting their orders for where to place new barrage, the crews
       resort to a "fire at will" command. Makes sense in my head but
       again I don't understand how flak batteries actually worked and
       there may be something there that would completely throw out my
       reasoning . . . but just saying.

       Lee, any thought on where we should go with this? Should we just
       leave it up to the interpretation of players and their play
       style? To me, as written, it is clearly stating that you cannot
       both remove and place a barrage in the same admin phase (i.e.
       re-position a barrage). Anyone else play it one way or the
       other?

       I must admit that I have always played as Elias mentions:
       placing barrages in the same turn they are removed. It just
       never occurred to me to do otherwise ....

       Going back to this, I read the rule that placement is, well,
       placement. You can remove a barrage marker or you can place it.
       If you place it in a new location then that's fine.

       Speaking of flak barrages, the comment on the pic on page 37 has
       always confused me.  Exactly what does "stars continue up to
       altitude 19" mean.  Does this mean that within those junctions,
       an aircraft can get hit at that altitude by flak?  Barrage only
       or does this apply to direct fire as well?
