       Head-on attacks

       FYI, a member of the public brought up a minor issue with the
       losses rule, where he noted that in the 2e rules set the 'h'
       modifier applies only if the primary combatant has the 'h'. I'm
       hoping this was an error rather than deliberate because the 'h'
       modifier should be independent of whether the primary combatant
       has it or not. So I've amended 10.6 to remove the words 'primary
       combatant' from the 'h' modifier entry.

       Yeah, I think that's settled by how you define what is a head-on
       combat to begin with.

       You can have head-on combats without 'h' bombers being the
       primary combatant. So we need to legislate for that.

       As I see it, 10.3 is pretty clear in when a combat is head-on,
       the primary attacking combatant and its target. And if it is
       head-on, the h modifier applies. No need for any other rules.
