Formation Question (9.1)

I've struggled with the application of this rule.
Rule 9.1 says a formation as a group of squadrons flying
together and gives a clear definition of what constitutes a
formation. So given the attached example, there are two combats
raging; a dogfight in O10 and a regular air combat in P9. I
purposefully faced I-15 flight C to the right to prevent forming
a formation with A and B. I didn't want to give He 51 flight H
the formation modifier on its next tally roll.
Now given this situation, it's clear that the Republican
squadrons are not "flying together", even if flight C was facing
to the left. So is a formation viewed more as a closely grouped
gaggle of aircraft? A gaggle is certainly easier to tally,
however a gaggle doesn't suggest the formation requirement of
facing in the same direction. Hence my rule application
conundrum.
I'm not suggesting any change to this rule. I'm just hoping
someone could help me see how it applies in a different light.

The rule as written very much defines the formation as a group
moving together.
The thing about gaggles not flying together is that they are
transient. You would expect them to literally fly apart in the
blink of an eye.

I agree with your response Lee. Let me just make sure I
understand because I just don't see how the Republicans can be
considered to be flying together when they're in dogfights and
combats.
I-16 A and I-15 B are in formation. Formations are automatic
based solely on relative position and facing. "Flying together"
is not player designated.
If I-15 C was facing towards the left map edge (matching I-16 A
and I-15 B), a 3 squadron formation is formed and He56 H would
get the +2 formation tally drm.
Thanks for the insight. Rest assured I won't belabor this and
I'm not trying to change anything. I just want to wrap my mind
around what's being represented by the formation rule.

Dogfights and combats are a difficult area, as I can see
squadrons accidentally formating due to combat. To fix would
probably require a mess of exception rules.
