Sweep & Circling

Basic question:
My reading of Sweep is that, unless the unit has a tally, there
are no circumstances in which a unit with Sweep orders could
circle. Correct?

An escort turned sweep can circle, either when the bombers bomb,
or when they have caught up with the square where it will revert
to escort.

Ok I did miss that. So a squadron that started the game as Sweep
then participated in combat, currently has no tally and reverted
to Sweep behavior can, at any point, choose to stop and circle
in hopes of making a new tally?

Yes, but only if it is a bombing scenario. Or it can return to
base and use its leeway in altitude to catch a tally on the way
home, which works in both bombing and non-bombing scenarios, but
only if the sweep is alerted.
