       Add 8.2 +1 MP exception

       Rule 15.2.1 and 9.5.6 reference rule 8.2 for the exceptions when
       the +1 MP is not gained from diving.
       I would add a reference in 8.2 to 15.2.1 and 9.5.6 as well.
       The exception is listed on the play aid so you could use the
       same verbiage in 8.2.
