Friendly Fire Flak

Ok so Lee already mentioned that squadrons taking off should not
be affected by the small arms barrage of the airfield. But what
about flak from light flak barrages which must be placed at
intersections touching the lowest elevation?
So in O25, I have 2 squadrons taking off and the light flak in
the same space as airfield is projecting a small arms barrage.
Does this light flak barrage affect the taking off squadrons?

Small-arms barrage can be legislated with via a scenario special
rule, since small-arms is permanently 'on', if you will.
However, light flak barrage is down to the player to place.
Unless we are forcing the defender to place barrage, it's up to
them to manage whether light flak barrage is 'switched on'
during take off, or not. If they barrage the light flak during
takeoff then yes, it may create friendly fire.

Okay, we now have sufficient numbers of 'aircraft taking off'
scenarios that having to legislate for flak is becoming a pain.
To be clear: the problem is not flak units. Players can manage
light flak and heavy flak to ensure that units taking off are
unaffected. (Don't barrage your light flak in the Airfield
square on a take-off turn, for example.)
The problem is any inherent small-arms flak on the airfield or
carrier. Small-arms is the only form of flak that is 'always on'
and cannot be switched off.
We are currently legislating for this through special rules
along the lines of 'small-arms flak does not attack squadrons
that are taking off', or somesuch, but that's a pain in the
arse. We have space in the rules to add a new rule, possibly
numbered 13.7.2, that enshrines this notion in law: 'small-arms
flak does not attack squadrons that are placed on the map when
taking off'.
Any thoughts (aside from Rick groaning at the indexing fallout)?
