       Escort forming back up

       When do you announce you are forming back up? Can you do this at
       any time?
       In my current game, an escort has tallied and turned to sweep.
       As it happened, another escort successfully reacted to its tally
       so it chose to move to above the bombers instead. Now, in the
       combat phase, since the other escort is doing fine with it
       tally, it has decided it wants to go back to escorting. It is
       already in a suitable position. Could I just announce that it
       switches to escort in the admin phase, or does this first have
       to be declared in the movement phase?

       I think the announcement could be in the Movement Phase, as Form
       Up is a sweep behaviour option [9.2.3 (e)]. However, I'm loathe
       to write this as a rule, because it should be also possible for
       a sweep squadron to form back up without performing Form Up
       movement if it was to accidentally find itself in position in
       the Admin Phase.

       Maybe the rule should be slightly rephrased so that you say that
       if the escort is in a suitable square, it goes back to escort,
       if not, in the nexxt movement phase assign such a square and...

       I am considering a change to the 9.2.2 Escort rule.
       I think Elias pointed out some time back that this was
       essentially two separate rules in one--one focussed on escorting
       and the other on converting escorts to sweeps--and could be
       split into two. On reflection I think this is a good idea.
       It should be a very straightforward process to break the
       conversion to sweep section and embed it as a third-level
       sub-case numbered 9.2.2.2. It should not be hard to update the
       cross-referencing and the index to conform.
       Yes, I'm aware I locked the rules, but this is not a rule
       change. Rather a reorganisation of rules for clarity.
