People are mentioning cleric, pally and necro slow spells. Where
can they be obtained?

I think I got the necro slows either in Sol Ro or the Froglok
refugee camp in Rathe Mountains.

Rushka Deklamoor in EC tunnels, the spell name is Shackle The
Dead.
There is something going on at that place that doesnt allow you
to browse the merchant. I had to relog to make it work.

Last Night I couldn't get any NPC's in the EC tunnel to trade or
talk to me. Must be a bug.

That happens occasionally, but relogging seems to clear it up.
