       Larkin Tolman - WK - Qey Nec newb weapon quest

       Killed 3 times, never dropped his head.  Magelo lists it as a
       100% drop rate, though I understand that's live vs custom.
       Just wanted to post in case this is wonky.  Him and his buddy
       had a fair sized faction bump on them, so I didn't want to keep
       killing and become kos if it was bugged.

       Drop rate on the head has been adjusted. It's not 100% drop
       rate, but is much more likely to drop than before.
