I have an idea that follows the CoC.
If needing to send a private message send it through as follows
1.DH
2. XO
3. CO
that way if the DH can't answer he/she can also reply to all
then it would go to the XO then so on if needed.

This is a good idea. Given that the vote isn't swaying largely
one way or another, would this be an acceptable middle ground?
