David Gay has suggested to me that it might be useful to make them available through netlib for people who are doing research in small-scale nonlinear optimization problems. If you think this is a good idea, I'm willing to do this. I supposed we would follow the general layout of David's lp/data directory, though without the compression. Do you have an index file that summarizes each problem? I've been working a bit on the documentation for the test problems, and have decided to make some changes. There are some features in them that were convenient for me, but don't make much sense for the general public. In particular, I've combined a number of the problems into a single file.
