Western use of spook tots have increased in the last two decades. These tots work at learning about their targets who they are sent to visit with the official purpose of doing a student exchange, but really working for the foreign intelligence branches of their respective home countries. The students claim to range in age from about 13 to 17 years of age. In fact, they are most often 18 and just look younger than they are. These are trained infiltrators who can provide the intelligence services with first hand accounts of the goings on at those places under investigation.

These assets are often very nationalistic and very proud of everything that their home countries stand for. They are willing to act as "swallows" (those who participate in sex work and are female). Officially sex work is not really promoted but as these assets are teenagers with raging hormones, situations like this may persist.
