I think when will depend on which veggies you are trying to grow.

Most seed packets will tell you when in relation to the last expected frost
date in your area, i.e. "start them X weeks before your expected last frost,"
or they will base it on the Zone that you live in (this info is usually
accompanied by a handy Zone map).
