No, alias.cfg is for Internet email.

I don't really follow what it is you're describing. If your system isn't "the
hub" why would an FTN netmail be addressed to you using the hub's node address?
If SBBSecho only imports netmail (by default) for the addresses you have
configuredin SCFG->Networks->FidoNet. If you want SBBSecho (v3) to import *all*
netmail, regardless of destination address, set IgnoreNetmailDestAddr = true in
your ctrl/sbbsecho.ini file.
