I thought all you needed was a Windows compiler. You can buy a copy of Visual Studio (or just Visual C++ or Visual C#, etc.) and write Windows software with those. In fact, you don't even need to pay anyone any money if you don't want to - There are free compilers & IDEs available for Windows, such as Dev-C++, MonoDevelop, Eclipse, and I'm sure there are others too. I'm not really sure what it means to be an "authorized Windows developer", except perhaps certified by Microsoft as conforming to their UI standards and trusted by Microsoft to not do anything malicious perhaps..
